power steering

i just dropped a '79 350 into a 84 firebird replacing the 173. my problem is that the belt for the power steering pump is slipping only when the steering wheel is turned. when this happens it appears that the pump is moving at a much slower speed than the belt causing a screeching sound. the power steering still works, fluid levels seem fine, the belt is tight. is the power steering pump bad? could there be air in the system? would it even matter if there was air?
