Fuel pressure problem and heavy surging when started up...

Is there a way to relieve the fuel pressure in the line to change the fuel filter if you dont have a fuse to kill the fuel pump? I don't have one on my fuse block but I need to change that filter to try to fix my problem... also, when I started her up in the morning, she surged then just about died before surging again and kept doing that in a rhythm... anybody know what my problem might be?

You might be headed in the right direction with the filter.
Unplug the fuel pump hot lead at the tank (you're going to be under there anyway).
Remove the gas cap to relieve tank pressure.
Crack the line at the fuel filter and let the pressure bleed off.

just unscrew it and change it it not the much gas anyway i've changed many this way just be fast
