What are the signs of a malfunctioning TPS?

I have been having hesitation problems with my car for a while and decided to test the TPS sensor, I found that the one that starts at .54 volts then goes to 4 volts at WOT isn't even moving, it just stays low. I used an analog voltmeter just to see if it was sticking but as I press the throttle up it just stayed a little above 0 volts. The other wires were fine. The 1st was a constant high voltage, the 2nd was nothing(a ground) the third one is the one that stayed at just above 0volts while pressing the throttle. I just want to make sure it's broken before I spend $35 on a new one, Thanks
