Installed new dash, now car won't start!

All the lights, gauges, buzzers work. Put the key in the ignition and not getting anything. car won't turnover, crank or anything. Fuel pump won't even prime. By bro-in-law checked out the computer harness with his nice Fluke. Looks like the ecm is getting voltage. I know a faulty ignition or loose wire can cause the car not to start. But can it cause the fuel pump not to prime? Would a faulty ecm cause the car not to start and pump not to prime? Any help would be appreciated as I would hate to remove the dash...AGAIN!

The ecm is kicking out an error code, don't know what it is (don't have a scanner). The SES light blinks twice then stays on after ignition is turned on.

My car's an 84, so it doesn't have a security light. ECM is spitting out a code 34. But I'm stumped why it would do that 'cause the car won't crank, fuel pump doesn't even prime. I've narrowed it down to a possible bad neutral safety switch, as far as the not cranking problem (had problems with this last year). The ecm might be bad, causing the fuel pump not to prime (since it was sitting in my trunk for a couple months)

Make sure you have checked and double checked all fuses in the panel and under the hood.

It seems so simple but it has made me a fool more than once.

I double check the fuse box inside the car but don't have one under the hood. This is my 4-cyl Camaro we're talking about.
