If you're doing it like it says then you should be revving it up for several minutes, unplugging the IAC and then adjusting to some very low RPMs (like 400 or thereabouts, right?).

If so, I suspect the problem is that when you try to drop it down to that low ~400 RPM idle it just dies out, right? If that's the case you need to do one of two things:

1. Clean the TB THOROUGHLY- both sides of the throttle plate, and the bore. If it's choked off with carbon you'll choke off the airflow and it'll just die when you go for the low RPM idle.

2. Adjust the TB idle stop screw- they wear down a little over the years just from the metal plate hitting against them every time you go back to idle. 1 full turn is about all it should ever take to adjust back into range, though, assuming it hasn't been monkeyed with.

Remember- you set the low idle RPM FIRST!!!!! THEN you adjust the TPS to get correct idle voltage. Other way around is nothing but frustration.

sounds like someone was monkeying around with it to me...
follow the last posts advise... turn the stop screw so that it pushes the throttle up about 2 milimeters then try adjusting the iac...like tech says... get the rpms to around 700( park/Nuetral)
then check the voltage on the TPS and adjust as neccesary... Then check the idle and see if it is ok..if that doesnt work then you might have fuel pump problems, or timing or otehr stuff
