Mpst monolythic cat converters required an air source to complete the conversion process. More modern three-way cats do not require an external air source. Most "cleaner' car built after 1993 didn't use an AIR pump, or only used it on startup when the cats were cold. There's a good chance you can pass if all you have to do is a sniffer test. If your state is **** and narrow-minded enough to require a visual inspection for OEM components, you might not pass, even if you blow the sniffer at 5% of limits. They'd rather have an AIR pump and Thermac on an oil-spewing Cavalier, and numbers won't convince them.
