Smoke at Startup

Alright almost everytime I start my car I get a decent amount of smoke. I checked the spark plugs and they all look great. My coolant level appears to be remaining the same. Could this smoke be related to emissions controls? Water in the exhaust?
I have an 87 formula 350.

if it's white oil smoke it's your valve seals very common on SBC's.

Wouldn't my plugs have oil on them? If it is the valve seals can you use a sealing agent such as "No Smoke" to fix it?
