Getting a code 32...

I have a '91 Firebird w/ a 3.1L V6. It posts a code 32 quite frequently. It has one of the digital EGR setups (no vacuum associated w/ EGR). I disconnected the EGR solenoids and checked the coil resistances with an ohmmeter and got resistances within the ranges given at this website:

I also had the solenoid assembly off the mount and I did not see any blockage of the passages.

Also another interesting thing is that the speedometer is acting up but seems to be linked somehow to the code 32. The car has never posted a VSS code, but the speedo does not function or works erratically until the SES light comes on. After that the speedo work like its suppose to. (could be just a coincidence) Would these signs and symptoms indicate a faulty ECM module?
