Timing mark 34* off, car working perfect!!???Balancer problem? Help!!

I replaced the harmonic balancer a year ago, cause the old one had the rubber coming off, now that i need to smog it. The car passes all the tests but when the guy checked the timing, it was 34 degrees off,(ATDC) he said that it is imposible for the engine to be that much off, that there has to be some other type of problem with the timing mark, but that I have to fix it in order to pass smog.
Do you have any ideas of what can be wrong?
Do you think that the guys at the autoparts gave the wrong balancer?

That's exactly what it is.

You have a balancer that goes with the timing tab at 1:30, but you have the accessory system with the timing tab at 12:30.

Simplest thing to do would be to find TDC accurately, and cut a shallow groove with a hacksaw and fill it with white paint, and fill the stock groove with black (or whatever matches).

it passes all other tests, but because the stock timing mark and the new balancer are off giving an inacurrate reading they will not pass your car. And they know it's off cause the car runs fine and passes all other test.

Does that mean that my actual TDC is at 30* on this balancer? an hour off?
