Unusual pulley squeal...annoying HELP!

Ok I've had issues with my pullies squealing before but this one I can't figure out. Here are a few interesting notes, though: I use the Gatorback belt, with the cross cuts in it that reduces squeal, which I would have vouched for before. The thing is, you know how they have like 5 or 6 grooves in the belt? Well my last Gatorback belt had its outer rib completely rubbed off by the pullies, I guess. Consequently, the spot where this rib WOULD be on every pulley is rusted all the way around for not being there for a while. I recently replaced my belt because it looked like it needed it, and soon after my belt started squealing and I can't get it to stop. I ASSUMED that it was the rust, but a mechanic told me that rust helps with grip, and if anything, it would reduce squeal and promote a strong grip. I've tried spraying it with silicone lubricant and belt no-squeak stuff, but it wears off really quick. If I've been driving for 20 minutes or so, the squeal goes away. Another note, the same mechanic brought to my attention that my pullies seemed to be mal-aligned. I didnt even know this was possible, but he's right. What should I do? Thanks.
