Failed Emissions

Ok, today I failed our WI state emissions test.

The car only failed in two (2) areas the HC and NOx.

The limit for HC in Wisconsin is 0.8000 grams/mile and my car got a reading of 2.9796 g/mi.

The limit for NOx is 2.0000 g/mi and the car was reading 2.2115 g/mi.

What could I do to get those two numbers down??? My car converter is only 2 years old and I only put it on when I have to go for emissions. The plugs/wires/ distrib. cap/ and coil are also only 2 years old. Since then I have drained and refilled the coolent, just changed the oil before I took it, new thermo sensor.

I do have a TBI chip from Brian in my car too, the stock replacement. Also running 89 octane gas..

I still have the open element on. IAC is relocated. The heat riser is off. The vacuum plug on the TBI is blocked off too....

Any hints or suggestions?????

I'm not a motorhead, but a high HC means unburnt fuel or something related to that canister thing. Running too rich?
