The question should be "will more duration increase emittions?"
Lift has very little impact on emittions compared to duration.
I think the 1.6 rockers will probably make it a little worse for emittions, but probably not enough to worry about unless you are already on the ragged edge of passing.

I appreciate the response Adam. I know that duration is a factor in emissions.
Here's the reason why I asked about lift. I'm in the process of firing up a rebuilt engine with a custom designed cam. Because it's a custom job, it is not certified emissions legal. The first place I have to drive to when my car is running again is the smog check station. I can run either 1.5 or 1.6 rockers as I have both sets. I know I'll be close to not passing, so should I stay "conservative" with 1.5's (initially) and take the time to change to 1.6's later or should I not worry about it and go with 1.6's now?
