Which adjustment comes first ? IAC, TPS or Timing ?
I would adjust the IAC first then set the TPS voltage.
I did it the opposite way and my car ran like crap! I then rechecked the TPS voltage and it was way off! So by my mistake I would do the IAC FIRST,
Good Luck!

Right. Any adjustment to the IAC minimum air setting also changes the TPS voltage. So if you raise the minimum air flow by opening the butterflies more with the little torx head screw you will also be increasing the TPS voltage.
Depending on the amount of the minimum air flow adjustment, the TPS voltage may or may not remain within spec.
I always set the timing, then the IAC, then the TPS. But I'm open to suggestions if there's a better way.
