Whichever one is cheaper. GM buys the Crane Gold rockers and repackages them. Or Crane makes the GM rockers for them.

The GM rockers are made by Crane, using the same basic design as the Gold Race series. However, GM powertrain boys realized the weaknesses of the Crane design and changed the specification for their rockers. The GMPP rockers are a bit heavier, but are also stronger and more rigid that the Crane units.
If you want to spend $300.00 for rockers, check out the Comp 1317 and 1318 rockers. They put any aluminum rocker to shame, and are lighter and WAY stronger.

I thought the steel rockers were stronger and could give you like 300 - 500 more RPM, at least thats what I read in TPIS. But I would go with the GMPP rockers.

I just bought some roller rockers for my big block today. I had Crane Gold rockers on my 383 engine. I asked what the difference was between the different models.
Crane Energizer rockers are bargain basement price because of quality. Crane Blazer and Gold rockers are both made the same. The only difference is that the Gold rockers are undercut for the use with larger diameter springs and they'll also hold up better with huge spring pressures. Typical engines only need the Blazer rocker (cheaper than gold but made the same) and if you're really on a budget, get the Energizer rockers.
As for the type that Crane sells to GM I don't know. GM buys most of their valve train components from Crane.
