1. were i live in virginia its a 2500$ fine for having your air pump or cat removed. who can issue these fines? can police? or is it just when you take your car in for emmsions?
2. I was also wondering if it is legal to change a cat if it is not defective? if so how do you prove the old one needed to be replaced? can i just say it was like that when i bought it?

Both police and emmissions testers can issue the fine if caught.
You can replace the cat anytime you want....but at a price starting at $150...why bother if you don't need to?

I don't live in Virginia, but i would suspect that your state police have teh autority to issue citations for emissions violations. Other agencies may have the same authority, so don't take chances. Also, if you are planning to remove the A.I.R. system to gain power, you're wasting your time. At 4,500 RPM, the pump requires less than three horsepower to operate in full-flow mode. Ever wonder why the older cars had such a tiny 'V' belt running the pumps? Because it takes so little power! If you need to make space in your engine compartment, that's a different story. You'll still have to have a pump somewhere, and you can remotely install an electric A.I.R. pump from an LT1 to make the room you might need for a charger or other accessory.
As far as the cat converter, you can install a new one every day if you want, so long as the replacement is equal to or better than the original and meets USEPA standards. An aftermarket high-flow cat can be installed on a brand new car if you want, with no penalties.

the only reason i changed it was because the headers and catback system i got were for a 350...so they were 3 inchOriginally posted by Pukka:
