How does one aim the headlights?
I am putting on a new pair of "sylvania extra" halogen low-beams. One of my headlights went out and so I just grabbed a pair of these for 20 bucks at autozone. So how does one go about adjusting them after installation to aim properly?

There are some adjusting screws (may be torx head) on the top and bottom, left and right of the headlamp framework where you can adjust the aim. I don't know about the regulations in your country, but over here you have to use special equipment to get the aim right in order to pass vehicle inspection.
two screws one controls up and down and other side to side. you hold a fixture aginst the light on the little tabs and turn the screws untill the bubble i nthe level vial is centered. the other method is to look at where the lights hit and turn the screws.
