Engine runs bad when cold out

This isnt a third gen f-body but its my beater for the winter to keep the trans am rust free so it has to get me through the winter. It is a 85 ford crown vic ltd, it has a 302 tbi and when it is around 25 degrees and bellow it runs like crap. It chugs and jerks and has little power, plus the mileage goes down to around 11 when in warm weather it is around 22 mpg. When I leave it plugged in it runs fine but I dont have that option most of the time. If anyone has any ideas on what the problem is i would like to know. THANKS

1989 Trans am 305 TPI Automatic, 2.73 rear, K&N filter, underdrive pulleys, air foil, tb bypass, low restriction exhaust

Ford's EEC system is absolutely terrible at fuel control. They are heavily dependent on accurate fuel pressure, correct MAP and throttle angle signals, and are very intolerant of worn injectors. They are a primary reason for OBD-II, and the existence of wrecking yards.

Not necessarily. I gave you at least three important things to check. Incidentally, the MAP is an FM unit, not analog voltage like GM ECMs. The TPS is an analog device.
