whining coming from power steering pump...

it seems if I leave my car sit awhile then first start it up my power steering whines real loud/ Sometimes when I try and turn the wheel I have no power sterring at all. It seems after it runs a few minutes the problem goes away. I have plenty of fluid, any ideas whats going on?

Car: 1986 Firebird
Engine: 2.8 V6
Transmission: 700R4
How's the belt? Check the tensioner; there's an arrow on the center rotating piece, and two arrows on the tensioner body. The arrow on the center piece should be between the two on the body. (Those two show the extreme travel limits.) If the pointer is at one of the extremes, then the tensioner isn't exerting much pressure on the belt at all-time for a new belt.
