I have this problem sporadically with my '92 RS. But it always starts after 6 or 7 tries. I believe it is either starter related or VATS related.

turn off the cap locks. more than likely it's a relay not a breaker. check for power to the starter and check the battery for a charge.

Also check your connections. Those are common culprits.

If your fuel pump gets primed, then your VATS should be okay. The VATS activates the ECM and the ECM enables your fuel pump relay. According to the HELMS manual if the security light on your panel lights up when you turn your key and stays on, and the car fails to start then you have a problem with the VATS. If the security light only stays on for a couple of seconds then the VATS is functioning correctly.

Else, like ede said.. battery, starter or solenoid

I'd have to look up what you're referring to as a circuit breaker. Are you the originial owner of the car? I don't recall seeing this on mine. Could it be something else like a kill switch?
