Hey.. With the defrost selected on fully hot, should the ac unit come on? I just noticed this recently, and thought it was a little weird (what would it need to cool if I wanted hot air?), but that's not to say it's never done it before. *shrug*
Whoever had the car before me did some odd things to the electrical system. There's splices everywhere, one coming from the alternator (a pretty bad splice at that) and another at the fan wires.. I haven't had time to figure out what he tried to do to it.

Yes, the A/C is in fact supposed to come on in defrost. The reason is that it not only cools the air, but also de-humidifies it, making it far more effective at defogging the windshield.

In addition to de-humidifying the air, they also designed the compressor to cycle on and off when you're using your defrost so that the compressor will get some lubrication every once in a while to keep it maintained during the winter when you don't ever use the A/C.
