Dual Snorkel Q

I have a dual snorkel on my LG4 and noticed a low profile ring/ screen that is placed between the filter and the carb opening. What exactly is this? Additional filter? Is it hurting my performance? Please advise.

Axle/Gears: 3.42 pos w/rear db
As far as I know the dual snorkel air filter came on the HO 305's. Just finished looking through the $85 GM Camaro Shop Manual and it doesn't even have a picture of an air filter housing. Our 83 Z has the dual snorkel air filter housing with that screen looking thing inside and it doesn't seem to hurt the way it runs. Do you have the hook ups that connect to the dual snorkels and attach right above the head lights to pull in cold outside air. Now those do make a difference in how it runs if they are missing.

You can kill that screen, I did. No you wont gain any SOTP, but that screen slightly hinders flow to the carb.

For cryin out loud the "ring" is a charcoal filled screen that absorbs fuel vapors from the carb when the car is parked. This helps to reduce hydrocarbon emissions.
