DataMaster users: Fuel Trim Cell always on '4' ??

Car: 89 Turbo Trans Am and lots of non-3rd gens
Engine: 231 SFI Turbo's, LT4, LT1
Transmission: 2004r, 4L60E
DataMaster users: Fuel Trim Cell always on '4' ??

This is for a 5.7 TPI, on my DataMaster Scan tool, the Fuel Trim Cell is always on '4'. Anyone else seen this or know why? Should this change to different cells based on rpm/load/TPS etc?? Its never moved off of 4, even with different chips and different ECM, no VATS and no pollution controls (EGR and carbon canister).
