Probably a bit after the engines peak power in order to get you in your powerband in the next gear. Experiment a little and see what turns in the best et's/trapspeeds

if ur goin to be driving that TBI RS,id try shifting at 4,000 RPM's 1 or 2 times...thats where ive shifted my TBI 4.3L S-10 and it seems a little faster than letting it rev to 4500 or 5000.
just try a few different areas until u find a good 1,start w/ 4,000...then maybe 4500,then 5000....just see what ur car likes best.

Most people (especially with near-stock motors) greatly over-rev their motors, which slows the car down slower than it would otherwise be capable of.
The ideal shift point is such that the engine is at its peak torque RPM immediately after it shifts. Go run your car on a chassis dyno, and believe what it says, even if you don't like that it shows that the engine has stopped producing power long before it reaches that colored marking on that trim package in your dash; if it says your peak torque is at 3200 RPM, then your shift points need to be such that it's at 3200 RPM after the shift. You may (almost certianly will in fact, with a 700) find that you need to shift at different RPMs in different gears; probably have to wind it up just a little further in 1st. You might find that you'll want to shift at 4300 out of first and 4100 out of 2nd for instance.
