Well, the biggest short block Chevy makes is the Big Block Chevy (502). 
Oh, the biggest Small Block Chevy made, that would have been the 400.

Flowmater exhaust,hedman shortie hedders,202 160 (882) heads,.447/.447 lift 222@.050 duration speed pro 327/350hp cam 350 .40 over (356) edlebrock performer rpm intake and a 600 edlebrock manual choke (1405) Proform H.O. distributor slightly revised 700r-4
Future mods comp extreme energy roller cam, world products sportsman 2 heads, msd 6al ignition, billet distributor, blaster 2 coil and a 406 engine is in the works soon!!!!

There's no 500 block, only blocks that have lots of iron that a good race shop can make into a 500 by using a $$$ crank. Like everybody says, 400 is as far as it goes in stock motors. The biggest small block I have built lately was a 434, and it was pretty far outside of the realm of anything a normal person would drive on the street. It did use a regular passenger car block though.
I doubt that a typical 500 inch small block, in the form it was intended to be used in, would be street legal... if I were building one you'd likely find a set of SB2 heads on it, a solid roller cam with about 290° of .050" duration and .700" lift, a dry sump oil system, a Victor (not Jr.) intake, Holley 1050 carb, etc. Not exactly your typical street setup.

Chevy Powertrain did make quite a few examples of a 535CI Mk IV (BBC) for marine/industrial use. I've never seen one retro-installed in a vehicle (other than a stock installation in a shipyard lift truck) but I'll bet it's been done.
