New 350 Overheat Problems

hey guys, i just swapped in a GM Goodwrench 350 into my 91 RS yesterday... when i drive, and keep moving, the temp stays right below 220deg with a 195deg thermostat... but as soon as I stop, the beeatch heats up BAAD I was sittin in the drive thru at Jack In The Box today, and it started to throw boiling coolant into my overflow resovoir... but i just got back from driving a good 100 miles nonstop and it never once broke 220deg... the fan was working fine this morning... is there anything in the ECM that controls when the fan turns on, cuz im still running my stock 305 chip till tomorrow or the next day... i was thinking that might be the problem... that or i was thinking of changing to a 160deg thermostat... any ideas???
