I can't answer your rpm question, but on the valve springs you will have to machine the heads because the LT4 springs (do you mean LT4 hot cam springs) are larger diameter than the stock L98 springs.

then what would be a good set of springs to use with the l98 heads and would accept the 510 lift of the zz4.
