fuel pump problem

Engine: 355, blowthru, 78mm turbo
Transmission: th350, art carr converter
Axle/Gears: stock 7.5, 3.23s, minispool
fuel pump problem
a buddy of mine is having problems with his fuel pump, on a 85 IROC with a tpi 305...he's put two new ac delco pumps in it, and still is getting hardly any pressure..(right at the pump...not up at the intake) hes tried diffrent ground wires etc. still no success, only thought would be not enough power current to pump, but has no volt meter to test it...any help would help out a lotttt, he needs this car for daily transportation...
you'll need to get one somewhere and check the voltage, and here's another thing: did he check to make sure the filter is not clogged, or there aren't any other restrictions? I know it sounds silly, but I've seen this misdiagnosed as a pump problem before...
