Would a 14x3 k&n open element clear a powerbulge hood on my car?

More than likely, it will. But if you have any doubts, I've heard of a guy that made a like, play-doh model for checking the height. He closes the hood and the reopens it. If the playdoh is smashed, then it's not gonna clear. I imagine you could use anything like a cardboard box around the same size, to see if it works.
Just don't slam the hood shut.

Depends, what kind of open element are you talking bout, a drop base or flat base, i had a flat base with a 4 inch filter, and it cleared my stock flat hood, stock intake and tbi too.
