Zio, the horsepower ratings between the two cars are different. The chevy products run a more efficent air induction system and were rated approximately 10 hp more for the both the v-8s. Hope this helps.
These cars stock would run high 14s to low 15s.

Are the 350TPI motors that slow stock?
I have an LG4 motor with a new carb and intake and I ran a best of 14.94.
Car runs easily in the low 15's and high 14's. And I had 155-165hp stock!!!

87 IROC-Z28 350 TPI: 225HP and 330TQ
87 GTA 350 TPI: 210HP and 315TQ
Stock 87 GTA 350 TPI's usually ran about 14.5-14.6. A stock 87 IROC-Z 350 TPI will usually run about 14.2-14.4, because it doesn't weigh as much as the GTA, and the Camaro has a better air intake design. The GTA's 0-60 times aren't as fast also, usually a 6.4-6.5, and the IROC-Z usually a 6.2.

I think you're a little optomistic on the times for 87 L98's. They had the smallest cam. From what I've seen, 87's are good for 14.8's to 15.2's. 88-89 with single cats are high 14's, and 89-92 with dual cats are mid 14's.

I will have to disagree with u on this 91Z. I have seen test results for them that fast, given a good track with more than average conditions, a car with those #'s should be able to run that. Here are the cam differences:
350 TPI Engines
87: 202/207(duration) .404"/.415"(lift)and 114.5(lobe)
88-89: 207/213(duration) .415"/.430"(lift)and 117(lobe)
90-92: 202/207(duration) .413"/.428"(lift) and 114.5(lobe)
