Did I break my IROC via the Engine Control Fuse?

When I put on my AFPR I pulled the engine control fuse to crank the motor without fuel going to it. Now my car lost 2 mph in the quarter and 6 tenths. It was also 45 degrees colder, no humidity and 6 months earlier when I first ran it, but I didn't think that would account for 6 tenths. I added an aluminum driveshaft too..so I figured it would likely even out. At first I had the pressure too high..it was on 47 psi..When I ran it at the track it was at 46. Then I put it back down to 42 after I ran it. The only fuel related problems the car seems to have is it makes a horn sort of noise coming from the gas tank. I can make it go away if I either unscrew the gas cap, or pull off the bottom hose on the charcol canister and cover it with my finger. I don't think this is something very important or realted to the performance though. Any idea's? I replaced the plugs (Delco Rapidfire), fuel filter, oil pressure sending units, O2,put injector cleaner in it all to no avail. Any other ideas? The timing is at spec and the TPS is at .54 and the MAF is good and there is no SES light. Ahhh! You can probably understand my frustration. So the bottom line is, when I cranked the motor awhile ago without that fuse (Engine Control) in the fuse block, did I screw something up? Thanks alot guys
