But like ede said, better check on your local laws and see what they require and what they allow. Doesn't matter what somebody on this board says; we're not the ones that determine whether your car passes or not. Talk to the people who do.
Well this new emissions mess is causing me enough trouble, I am also in PA. Go to the station and get them to bring up the spec on your vehicle, they have listings of all that should be there. For you it should be cat, air pump, charcoal canister, EGR, and the air tubes from the manifolds. They will also check the gas cap for vapor leaks. Some areas in PA are now requiring an OBD check as well, if you live there you certainly can't do the swap.
I have HEARD of a few people who have altered induction systems that kept their emissions stuff in place and passed. technically, all the mechainc is supposed to do is visually check that the emissions stuff is there, and appears to be in working order. since my vehicle has nothing emissions related left, I have to apply for a new title (collectable). there is a low mileage exemption, but even the exemption has a loophole that requires the emissions equipment to be there.
