opinions
Can I hit 13's with this combo. stock heads (except maybe valve springs) compucar 2032 cam, ported tpi base slp runners 3.27 gears ported plenum and the normal free mods. Fyi it is a 350, it has headers 3" ex. and the cai. Any opinions would be great. Thanks in advance

1/8 mile shouldn't be a problem. depending on weight and traction might not be a problem in 1/4 mile. only way to know is go to a track and try it any thing else is monkey spank as RB says.

You could crack 13's if you spent a some good coin on suspension 'n' slicks, maybe a better base and some chip tuning.
