Fuel pressure questions...

Fuel pressure questions...
I'm posting this for TPI S10 because he cannot browse the boards anymore. (damn 486's)
Yesterday we were testing his fuel pressure because his trucks been running funny. (ie. it runs better with NO maf, even though the maf is 100% good, we even tested his maf on my car. Oh, and at WOT hes getting 10.77 a/f ratio)
Well the truck had 38 PSI.
Then when we unplugged the vacuum line it was fluctuating a LOT, but it had the same or LESS psi with the vacuum tube pulled and plugged.
#1 Why was the guage fluctuating so much? is it a bad/clogged injector?
#2 Why did the fuel pressure go DOWN with the vacuum line disconnected?
