Rings in #4

Well I just got my new engine in about a week ago and I got the 300 miles on the engine so I was thinking I wanted to see what she has so I took it out Sunday and took some pictures and a small video of it in action (Posted that stuff in the Auto Detailing and Appearance board) anyway I was driving along and I could smell that sweet oil smell ya know that stuff from blow by and I was like
this can't be......So I went and put some gas in and popped the hood only to see LOTS of Blow by I can't believe it
. So today I went and got myself a compression tester to check out and see what is going on....Well here it is....
#1- 190 #3- 190 #5- 190 #7- 190 Hmmm looking good......But then.....
#2- 190 #4- 90 #6- 185 #8- 165
Well here is what I am asking since the engine only has 371 miles on it would I be OK to just replace the rings in #4 w/out honing the cylinder? Will it still seat the new rings right? Any help here would be Great!

Well that's not a very encouraging sign....
What if you tear it down and find a broken ring land from improper assembly?
If the bore is still in good shape, then you can probably do that. However, if it was bored improperly, or if the bore is damaged, then you're kind of hosed anyway.

Update.......
I took the head off today to see what I had and here are some pictures........ The only thing I found that look different was that mark in the wall but you can still see the cross hatch pattern in the cylinder wall so I don't think anything bad happened but I just want some more opinions...... I am going to call my builder in the morning and I need to know what would have caused this to happen? Was it install error or was it just a bad day?? Any input here would help so I have something to stand on when I call
