A another cooling fan question(well..several achually)...
O.K, I checked the fan by disconnecting the relay and connected a wire from the power wire to the ground wire and it didnt come on with the key. So I plugged the relay back in and turned the ac on with the key on. I checked the power to the fan on the power side and on the ground side. 12 volts all the way. Fan still isnt on. Well I spin the fan with my hand and the fan motor kicked in. It would only make it up to like 300RPM. So I pulled it out and hooked it up to a 12volt battey and low and behold It runs fine. WTF is going on!!!!!!!!! WHat should I check? Could the fan still be bad? I just dont get it!!!

It sounds like at least one of your problems is a high resistance connection to the fan or fan motor ground. The grounding on the electric fan is not the greatest system ever devised, so I would check that closely.
Your other problem may be in the manner in which you connected the relay for testing. I don't have a clear picture of your connections by your description, but the schematic looks like this:

I reconnected the fan and its running fine, I cant find the ground connection (I didnt look very hard, I'm runnig out of daylight) but I cleaned up the power distribution connecter (I doubt thats the name) I figured it was a bad ground.
