4, possible problems.
1. 1 of the two spedo cables "if cruise contoll equipped" is broke! this is not uncommon.
2. the Speedo is broke. the gears that drive the speedo are messed up they are in the metal cse behinf the speedometer unit. This is very rare but they the gear might be broke inside the case.
3. The speedo gear in the transmition could be broke. This doesnt happen very often either.
4. The cruise controll moduale is broken.
This is very common the speedo cables go into a little box under the sborkel hose of the air cleaner. There are two cables connecting to it 1 from the transmition and the other going to the spedometer. This cruise unit is a POS with a spring coil inside it. It is very common for the spring to get wound up and break.
To narrow down which one of these problems you have i recomend putting the rear end on jackstands and letting the car idle in gear
then checking the cruise moduale 1st. Pull one of the cables off and see if the driver is moving if its not moving then pull the bottem spedo cable off and see if its moving if its moving then it the moduale is broke.
You can probable figure out the rest
