Car Wont Start?

ok a buddy of mine has a 89 rs with a 305 automatic,he lives in bakersfield so im just telling you guys what hes telling me.his car wont start at all but his acc.works,its like if you had it in drive and tried to start it but he has it in park or nuteral and it still wont start.any thoughts,by the way it has a chip in the key,my 92 use to do that to me till i got a new key and it stopped,why?

When you try to start the engine, what happens to the SECURITY lamp on the dash?

Either the contacts on the key and lock cylinder are dirty and worn or the VATS control module is shot. If he has a spare key, try using it to start the car. Also drop the convenience center panel and check the 10 AMP VATS fuse located there.
