OK, I know this is beat to death a lot. Here's the details though: sometimes when I start it, it will do the whine in the back, so I know it's pucshing fuel, and after a second or two, it'll stop. Sometimes it won't though. Should it ALWAYS spin up, or not?

could be air trapped in the system. sounds like the pump is cavitating at startup.
