Having Trouble with Head lights.

My passenger side head lights are not working correctly. When they are on high beam they are working correctly, 1 light on / side. When off high beam the passenger side both lights stay on but only have the intensity. I tried changing the headlight but that did not correct the problem. I also checked the fuses and they seem to be fine.

My gut feal is that there is possibility a short somewhere but I was hoping somebody else had ran into this before and could help me trouble shoot the problem.

The ground wire from the headlight sockets for that side is broken.

I tried to determine if there were any loose ground wires and could not find any. I also noticed that all of the original protective coating is still in place around the wires so I am doubtfull that there could be a short along the wire.

I did notice that I mis-spoke when explaining the problem. The real problem is that the lights work when they are on low beam but when switched to high beam, the Passenger side, outside light, does not stay on.
