FUEL PROBLEM need help ASAP!!!

Car: 1991 Z28
Engine: 5.3 Gen III SBC
Transmission: 4L80E NTC 258mm Stall
Axle/Gears: Trick Chassis 9" 3.50 S-Strac
FUEL PROBLEM need help ASAP!!!
Okay here is the dilema. The car starts hard. idles hard. and when you rev it, it takes about 4 seconds to respond. when I rev it (WOT) it take 4 seconds and then revs very slowly, and backfires. I hooked a fuel pressure gauge up and It pumps to 74 psi! and goes down slowly (about 1 psi every 2 seconds. what could this be ???? regulator?? injectors???
