4-port Canister control valve, CCC car; lots 'o q's

My car hasn't had this on it probably for awhile now, but I got one from a boneyard just incase. Question is, other than emissions, does the car need this to run good, or is it beneficial to performance? Better or worse for fuel mileage?
Without this valve, my canister has always been hosed straight from the canister outlet to the bowl inlet. My tank pres valve has always been hooked up to the "H" vac port at the right, below the TPS connector. PCV is run straight to the carb base.
Car runs great, except it doesn't like to start up cold. When started warm it'll get a sloppy idle and recover after about 30 sec-1 min. Would this be because that valve is not there?
