What is this canister with charcoal in it?

What is this canister with charcoal in it?
I have an '83 Z-28 with crossfire injection and I was doing some body work when what looks like charcoal started falling out the bottom of a canister located on the front corner drivers side of the car. It looks like insulation on the bottom has torn open. What does this thing do and how important is it to get all the charcoal back in? Can I just put a new piece of house insulation in to keep the charcoal in?

That's the Emissions Canister.
The insulation is actualy an air breather. You can buy one of those for $1.
I don't know about the stuff falling out. Wheter you can replace it or just put it back in or not, but get yourself a new air breather.
