Unsolved code 43?!!

Car: 1986 IROC-Z
Engine: Vortec 350 with mild cam
Transmission: 700r4 Mild build
Axle/Gears: Stock
Unsolved code 43?!!
I have searched and cannot solve.
My ecm throws a code 43 under pe mode, so it fails with the knock test. ( as far as Im understanding with the posts.) Aparently this is common with the 305 TBI. Well, I swaped in a 350, using the stock manifold, 350 injectors, 350 prom chip, 305 ks, and 305 esc. I tested esc, it sees a clean ground, wire going to ecm is fine ( ohm tested), ks wire is fine ( ohm tested), ks is altering ohms when engine is knocked on ( so Im assuming ks is fine) the esc is getting 12 volts in terminal B, throwing 9 volts out from black wire terminal C ( signal to ecm or from ecm) but only .04 volts with key on engine off. Terminal D is ground, which is healthy. Terminal E is for the ks and is fine.
Could this be possibly from the fact my ks is for a 305 and not a 350. I have heard problems with this, but only on the TBI. Was not sure if it was true though. My snap-on scan tool says no knock, even when I hold the rpm at 1500-2000, in drive, while tapping on block. Tryed grounding out sensor, still scan says no dice?!
Whats the deal guys?
I tested my brother's (onebinky) esc on my car and same results.
Any thoughts or questions?
