OK, at top dead center both vlavels will be closed an the rotor will be lined up to the #1 spark plug wire. Now when you look at the harmonic Balancer will it be straight up? I don't think it has to be, but my brother and I are having problems getting power out of the new Motor. The harmonic balancer is about 30* past straight up to the drivers side.

That's about right. 30 deg clockwise while facing the motor from the front is about where it'll sit. Maybe more like 15-20 deg though. But yea that's right. Do you have a pointer or tab on the timing cover? That should give you a ball park range. Usually you want 12-14 deg. BTDC of timing when you first start the engine. Then go from there. I'm sure you will get better suggestions later though.
