Strange surge? INFL REST LIGHT??

Strange surge? INFL REST LIGHT??
Last summer, my INFL REST light came on. Recently, I noticed when I have my lights on, heater on, I get a surge and my lights dim. Also, my INFL rest light starts to flash? My volts drop to 11ish. But then, back up to 13 or more? I thought maybe it's my voltage regulator in the alt?
Any thoughts???

I can't help you with the surging problem, but the INFL REST light is for the Inflatable Restraint System (airbag). Did you do any work near the steering column, put on an aftermarket steering wheel, etc., anytime before the light came on?
