Maf Problem

My 89 L98 shows a 33 code. When I use the factory trouble shooting proceedure, there is no problem found. I replaced the maf sensor with a known good one and still get a code 33. I monitored the maf pin on the ecm with a vom and it stays at
5 volts even when I raise the rpm from idle to 3000rpm. The wire
from the maf sensor output to the computer is continous (.2 ohm). Does this point to a a problem in the ecm? The engine runs and idles well.
