Does anyone actually KNOW the length (even approximate) these things are supposed to be? Has anyone ever replaced one? This one just seems awful short.

Not all cars have carbs, you know.....
That seems REALLY REALLY long for a carb setup.
On a carb car, it should be about 10-12" from the firewall grommet to the throttle cable bracket. A TBI one should be about the same. Those should be maybe 22-24" overall I would expect.
The one for TPI, or 6-cyl MPFI, with the TB way out front, would need to be quite a bit longer.
There are various styles of ends, that would impact what it would or wouldn't fit on, as well as the length.
