UnLocked Steering Column

I tore apart my tilt column, tightened the bolts and put it back together without incident but now it does not lock when the ignition is off. I took it apart again and did not see what I could have missed when putting it back together. What should I be looking for?

Figured it out, There is a spring that attaches to a lock pin that attaches to the "sector" It's very easy for the spring to come out of the sector when you're messing around in their. I'm attaching a picture of it.
