Coolant System Flush - How To?

I bought some Hard Blok to fill the bottom of my cooling jackets, after reading some posts where it was recommended before stroker clearancing, just in case the water jacket is ground into.
Presently the engine is removed and stripped to the bare block, and there is some sediment at the bottom of my cooling jacket. I expect that boiling the block would remove most of that, but the machine shop man told me that boiling doesn't remove all the scale from in there.
Is there another prep step that should be done to a block to clean out the water jacket after the block is boiled, before using Hard Blok?
