Code 45 keeps haunting my 90 camaro?

Code 45 keeps haunting my 90 camaro?

I have this key that lets me see which codes the ECM spits.
For some reason, the ECM is giving me a code 45. Does anyone have a clue why I keep getting this code? Afterall, I gave my engine new spark plugs, distributor and cap, new pcv valve, air filter, air temperature sensor, new muffler and catalyc converter, cleaned the full throttle body, and an oxygen sensor. Da dam ECM still spits a code 45. Can someone help me with my dilemna. I would appreciate it, since I am planning to restore a 1990 Camaro RS V6

Ohh and

And my camaro still throws black smoke when it somewhat missfires
